On October 9, Moscow-backed Abkhaz leader Aslan Bzhania signed a decree on the formation of constitutional reform commission, aimed to develop amendments to the Abkhaz “constitution,” involving reform of the state power and governance system. [ . . . ] Earlier in September Akaba made the case for reforming the document in Abkhaz media, arguing that time for constitutional changes “has come”. Akaba noted that “first of all, this concerns separation of power between president, parliament and government. We need to balance the power, fairly distribute part of it from the president to parliament and the cabinet of ministers.”
