Op-ed: Deliberative polling and the future of Mongolia’s Constitution

During its recent efforts to amend the Constitution, the Mongolian parliament has applied deliberative polling by bringing 669 randomly selected citizens from across the country to Ulaanbaatar for public consultations. Deliberative polling is an innovative method consisting of gathering a randomly selected and representative sample of population. The process is concluded by each participant taking an opinion survey to determine their views on the topics discussed. The poll, conducted between 29 and 30 April, 2017, comes two months after Mongolia’s government passed a law requiring that the deliberative polling method be conducted before amendments to the Constitution are made. The consultation process gathered favorable opinions from the participants what may raise hopes that it will be perceived more positively than the previous one - conducted during the 2000 constitutional amendment efforts.
