Op-ed: Syria's ceasefire agreement will not be effective without Constitution

The latest Syrian ceasefire, signed by Russia, Iran and Turkey, has been in force as of Friday midnight. While the Syrian opposition remains critical towards the agreement, it may bring an actual change. To this effect, the ceasefire should turn out to be a lasting agreement and, most desirably, should be later transformed into a UN Security Council Resolution. Yet, if not empowered with a new constitution, the ceasefire agreement would remain fragile and indeed be likely collapse like all others. The discussion on Syrian Constitution will be one of the main issues for the next week's UN-mandated talks in Geneva.
