Op-ed: Haiti: End of term of current president without replacement triggers constitutional crisis

<p>How should Haiti proceed as the mandate of the current president comes to term on Feb.&nbsp;7<span>th</span>&nbsp;and with&nbsp;no president-elect to assume power?
