<p>BP Koirala was right. Under the unitary system, it was hard to think of Nepal without monarchy. But with the ‘god-king of all Hindus’ out of the picture, it is as hard to envision future Nepal as a unitary state. For good or bad, monarchy was the glue that held the unitary state together. It would thus be wrong to see federalism as a system promoted by international powers for their vested interests, rather than Nepal’s unique historical necessity. Federalism, at the current juncture, is the new (and only) adhesive that can hold the new Nepal together.</p>
