<p>Australia is not ready to vote in favour of recognising Aborigines in the Constitution because of low awareness of the need to change, says former deputy prime minister John Anderson, who soon will deliver a report on preparations for the referendum to Tony Abbott.</p><p><br><br>Mr Anderson, who was recruited to a panel that would review progress on the referendum, said he wanted the Abbott government to commit more resources to the campaign for constitutional recognition to increase the public’s knowledge about it and ensure that when a referendum was finally held it would be successful.</p>
