Hope rises again for a new Constitution in Nepal

<p><br>Four months after the second Constituent Assembly (CA) election, the constitution drafting process in Nepal has taken a pace with a hope that the country will get a new federal constitution within a year.<br><br>The promulgation of the new constitution within a year is not a constitutional obligation but an all-party commitment made to attract votes during the election. As per the interim constitution adopted in 2007, the CA elected in the Nov 19 election will function for four years.&nbsp; <br><div>[toc hidden:1]</div>
