Zimbabwe: New Constitution partially takes effect months after referendum

<p>Almost three months after
Zimbabweans voted in a referendum to adopt a new constitution, the new charter
has finally been promulgated, following the signing into law yesterday of the Constitution of Zimbabwe Amendment (No.20)
Bill by President Mugabe, and its publication hours after in the national
gazette. However, the operation of the document is segmented with only <a href="http://allafrica.com/stories/201305220178.html">eight of its sections
immediately becoming effective on the date of publication</a>. But for these,
the totality of the text will only take effect on the date the President-elect
