Propuesta del Tribunal Supremo Electoral

This document, presented here in Spanish, is a proposal from the Supreme Electoral Tribunal to the Constituent Assembly.  There are sections on the diagnostics of the electoral function, and Constitutional reform.  Included are proposals on electoral organisms and exterior relations, the project CONESUP, various criteria to consider, and a proposal of Constitutional reform.
