10-Point Agreement Between Top Leaders for Free and Fair Elections

This document, created by various top leaders of Nepal, states how the Constituent Assembly election will be held on the 10th of April, 2008.  They express a strong commitment to holding the election in a free, impartial and fearless manner, and appeal to all to make it a success. Also included are a list of rules for respecting and safeguarding the people's right to vote independently.
