Interim Constitution Preamble

This document is the Preamble to the Interim Constitution of Nepal from 2007.  It recognizes the historical struggles, and cites the progressive restructuring of the State.  It has a commitment to democratic norms and values, guarantees basic rights and states the central concerns of the country.
