Memorandum on Transitional Constitution and Government

This memorandum was sent on the 15th of April, 1992.  It was sent to the PNDC Chairman, the Chairman of the Committee of Secretaries, the Castle Information Bureau, the President of the National House of Chiefs, the Speaker of the Consultative Assembly, and the editors of various news organizations, including the People's Daily Graphic and the Mirror.  The memorandum gives information on the 1992 Constitution, and states that it should be put to test, and termed a "Transitional Constitution".  It gives information on both the Transitional Constitution and the Transitional Government.
