Russians approve proposed constitutional changes in referendum

Russia's referendum on constitutional changes concluded on Wednesday, with preliminary results showing voters overwhelmingly approve the amendments that would allow President Vladimir Putin to potentially extend his rule until 2036. Russia's Central Elections Commission said that with three-fourths of precincts counted, the changes were approved by 77% of voters.
