Op-ed: Ugandan electoral commission's digital campaign order is unconstitutional

On June 16, the Electoral Commission (EC) banned public campaign rallies by whatever name called, and to impose a requirement that all candidates in the forthcoming local government, parliamentary and presidential elections shall ‘campaign digitally’. The EC promised to consult stakeholders prior to issuing detailed guidelines to be followed by candidates and other stakeholders, including media owners in the conduct of the campaigns.
