Op-ed: Scotland needs a written constitution

The author talks about constitution as being central for Scottish independence. Such document should be national, and not a partisan. The text should be developed by a commission, with a broad membership and wide consultative remit. According to the author, that text, which will reflect a certain consensus about specific institutions – and not the abstract idea of independence – should be the subject of the next referendum.
