Nepali Congress leader insists new constitution must reflect the aspirations of all

<p>Senior leader of the Nepali Congress, Sher Bahadur Deuba, has said that
no comment should be made about the incumbent government as it has not
been so long the government was formed.<br>
<br>
At a news conference organized by the Nepal Press Union, Morang, at
Biratnagar today, Deuba stressed that the government should be allowed
to carry out works unhindered.
<br>
<br>
He said that the incumbent government would not be changed until the new
constitution was promulgated. Former Prime Minister Deuba said that the
date of the local bodies´ election should be fixed with consensus of
