Nepal starts "decisive negotiation" on constitution drafting
<p>Nepal's four major political forces have started the "decisive negotiation" to sort out key contentious issues, as final deadline of promulgating a new constitution draws closer, cross-party leaders said on Thursday.</p><p>Top guns of Nepali Congress (NC), CPN-UML, UCPN (Maoist) and Meshes-based parties have begun talks on federalism, form of government, electoral system and judiciary, the key points which are crippling the constitution drafting process.</p><p>The final talks has been continuing since Tuesday and leaders are busy for a compromise which would be acceptable to all parties.</p><p>The first Constituent Assembly (CA) failed to tackle those issues.</p>
