Libya: Constitution panel begins

<p>The panel charged with drawing up the new&nbsp;Libya constitution&nbsp;convened for the first time Monday (April 21st) in al-Bayda,&nbsp;<i>Libya Herald</i>&nbsp;reported. Dozens of officials, tribal chiefs and civil society representatives attended the opening ceremony amid tightened security measures.</p><p>"We were elected two months ago, so we have lost a lot of time because of the congress. We must build the new Libya now," said Ibtessam Abhih, an assembly member from Benghazi.</p><p>Libya's Constituent Assembly began work with the election of Ali Tarhouni as its president.</p>
