Capacity building Training in Constitution Building for ASEAN Member Countries: The Dynamics of Power Sharing

 

 

The Constitution Building Programme of International IDEA, in partnership with the Non-Aligned Movement Center for South-South Technical Cooperation (NAM-CSSTC), is jointly organizing an upcoming training event in Jakarta, Indonesia, 13-17 June 2011.  The training is on The Dynamics of Power Sharing, one of the eight modules of the Constitution Building Training Programme. It is planned that approximately 25 participants drawn from legislatures, executive arms of government, political parties and movements, civil society, and the media across ASEAN member countries and Timor Leste will participate in the upcoming training. The main concepts to be covered include:

  • The theory and concept of power sharing
  • The forms and models of power sharing drawn from examples around the world
  • The factors that shape the workings of power sharing including a look at actors and interests; dealing with the past and role of third parties
  • Constitution making during power sharing periods: considerations, constraints and opportunities

The Constitution Building Training Programme is a global resource designed to enable capacity to be strengthened in many spheres of constitution building. Its customization to regional and country context and its use to enable inclusion of many segments of society, including marginalized groups, is encouraged.
