Multiple Legislative Sessions
Sometimes the process of amending the constitution requires the involvement of two sessions of congress, with an election taking place in between. Though this also places a burden on the legislature, the legislative branch remains capable of amending the constitution without the support of other actors. Therefore, this arrangement does not indicate a lower level of power in the legislature.
