Involvement of Other Actors

Legislative strength is not indicated in the numerous constitutional provisions regarding amendment which require actions to be taken by actors outside the legislature. Under some constitutions, for example, initiation of the amendment must be made by the executive or by citizens; others require approval of the amendment by a judicial body, a referendum, or by federal states.
